In verse 13, Paul says he believes like the writer of Psalm 116. He has the same faith. His thanksgiving overflows to the glory of God. Why? Because he knows that no matter what happens in the earth, God who raised the Lord Jesus from the dead will hear us, save us, comfort us, and ultimately also raise us with Jesus and present us to himself!
